The powers conferred by section 5 of the Ordinance may seem somewhat drastic, but I consider that they
are necessary in view of the danger of seditious and
communistic propaganda, one feature of which is the
distribution of intimidatory leaflets. The section is based on section 3 of Ordinance No.1 (Printing Presses) of the
Straits Settlements.
